Expected Behavior

NVIDIA Audio Effects SDK should be properly loaded and enable the NVIDIA audio effect filters.

Current Behavior

The NVIDIA Audio Effects SDK fails to load properly.

Notably (maybe?), if you have an older version of the SDK installed, it is found and provides an error saying it is outdated:

After updating from the outdated SDK to 1.6.1.2, it no longer can be found by OBS.

Steps to Reproduce

1. Install NVIDIA Audio Effects SDK version 1.6.1.2
2. Run OBS Studio 32.2 Beta2
3. Try to add an NVIDIA Audio Effects filter
4. Observe the filters are missing as the SDK could not be loaded

This may have been caused by #11569

The Video Effects are working properly its only the audio effects that aren't even showing at all on the 32.2 Beta 2. On the 31.2 public release both SDK work perfectly fine
