Expected Behavior

Chapter Markers created via obs-websocket CreateRecordChapter or via the 'Add Chapter Marker' hotkey should be saved in the Replay Buffer file output.

Current Behavior

Chapter Markers are missing in the video file created using Replay Buffer. Regular recordings correctly have the markers in place.

Steps to Reproduce

1. Start Replay Buffer
2. Start Recording
3. Create a Chapter Marker via the hotkey
4. Save the Replay, and Stop Recording
5. Inspect both the replay and the recorded file and notice the missing marker/chapter in the replay file, meanwhile the marker exists in the regular recording.

Anything else we should know?

Recording Format is set to 'Hybrid MP4'

I also want to make it clear that this issue only happens with videos saved via Replay Buffer. Chapters get saved correctly with regular recordings.

I can confirm it as on linux, as also chiyo confirms it on a quick test on windows. On our both cases, the recording has the chapter marks, but the replay buffer file doesn't.

Replay buffer is still using the regular ffmpeg muxer until #12505 is merged.

@derrod Is that something that could be considering for obs 33? I'm asking because I saw, that the PR has no milestone yet but 33 has been created, and the first issues are assigned. Obvious 32.2 is to near.

Then it feels not only as a feature but also a kind of fix. I know, not technical, but for that issue. Especial that a user doesn't get any feedback, that the replay buffer, in that particular case, don't use the same "settings/muxer" as recording. Where normally it does, in the eyes of the user.
